Pho Bien had a surprisingly long wait just to place our order, especially considering we were the only ones in the restaurant at the time. Once the order was finally taken, the food actually came out in a reasonable amount of time. The restaurant itself was pretty much what I expected based on the reviews and right off Route 13. When we first walked in, the dining room was empty, and it took a minute to find someone to seat us. The dining room is fairly large, but there was another delay before our server came by, even though we were ready to order. We ordered the beef from the number two happy hour option, which came with a rice roll and was actually very tasty. Absolutely incredible! Stopped for a light lunch while down checking out the excellent antiquing scene around here, and was blown away... My wife and I love Vietnamese food, with their take on egg rolls and summer rolls being particular favorites, alongside the classic pho, which we both enjoy as well. GREAT crunch on the egg rolls, incredibly fresh ingredients in the summer and pork rolls, and a wonderfully flavorful fish sauce, which I'll admit is an acquired taste, but it's essential in our opinion. I also really enjoyed my coffee. Rich and incredibly flavorful. We live a bit north, but we're genuinely already planning our next trip (35+ minutes) down, with a bigger appetite so we can try the pho and still have room for too many of their incredible rolls. Driving past Phở Biển, the sign alone might make you laugh — a little crooked, a little faded, and promising “Best Pho in Town.” On our way to Norfolk, we noticed it but kept driving. On the way home, though, hunger and curiosity won out — and I’m so glad they did. It’s exactly the kind of place Bourdain would’ve told you not to overlook: unassuming from the outside, alive with quiet authenticity inside. The dining room was larger than expected, empty except for us and the family enjoying their own lunch — which somehow made it even better. The phở itself? Outstanding. Deep, fragrant broth; tender cuts of beef; perfectly balanced flavors that taste like generations of care. The staff were kind, attentive, and genuinely happy to have us there. 4 top of adults arrived at 2:30pm on a Saturday. A two top was dining in. We were unaware of some 86’d menu items until ordering, but everyone enjoyed spring rolls & pho (leftovers were great) & some of their teas. Atmosphere is lacking however, no music, and the bathrooms need serious attention regarding cleanliness. The men’s room was particularly worse according to others in our party. Dirty handles, soap dispenser, very soiled toilets & surrounding area, etc. bathrooms were visited towards end of our visit & unsure about a potential return. I ride by this establishment 3-4 times weekly & there are usually never more than 3-4 cars in the parking lot, so hope that can be addressed, as Vietnamese food & pho in general is hard to find on the shore.

I absolutely love the food here — I came almost every day! I usually ordered their special beef pho (P2) or the marinated beef over rice. The food is delicious, beautifully presented, and the staff are genuinely kind. I came so often that the waitress even remembered my order!
